Public Hearing Notice - Official Community Plan Amendment - Provincial Housing Objectives

This notice is given in accordance with the Local Government Act, R.S.B.C., 2015 (and amendments thereto).

PURPOSE:

The purpose of the proposed Official Community Plan (OCP) Amendment Bylaw is to update the OCP to address legislative requirements with respect to housing policy. Council received an Interim Housing Needs Report (IHNR) at the Regular Meeting on December 9, 2024, and now the OCP must be updated to address the findings of the IHNR by December 31, 2025 to comply with Section 790(6) of the Local Government Act. This work is limited in scope to address provincial requirements regarding housing policy and does not address other OCP topics. The proposed OCP Amendment Bylaw includes:

  • Text amendment to add a new Section 4.8 containing background context and policy statements relevant to provincial housing objectives.
  • Text amendments to existing Section 6.1- Land Use Designations, including:
  • Map amendment to Schedule D - Future Land Use, to reflect the land use designation changes outlined above as well as create a more readable, user-friendly map overall.
  • Establishing a new “Multi-Unit Residential” designation to formalize existing properties that already have multi-family zoning allowing five or more units on one parcel.
  • Amending the existing “Neighbourhood” designation to specify that it is intended for properties with single- and semi- detached dwellings with and without secondary suites, mobile/manufactured homes, multiplexes, and accessory dwelling units, to a maximum of four units on one parcel.
  • Establishing a new “Mixed Use” designation for Nechako Centre.

The proposed Provincial Housing Objectives Official Community Plan Amendment Bylaw No. 2074, 2025 is available for review at http://www.kitimat.ca/pn and the District of Kitimat Municipal Office, 270 City Centre, 8:30 am to 4:30pm, Monday to Friday, excluding statutory holidays starting on November 7, 2025.


PROVIDING COMMENT:

A Public Hearing is scheduled at 7:00 pm on Monday, November 17, 2025 in the Council Chambers at 606 Mountainview Square. Comments and feedback must be received before 4:30 p.m. on November 17, 2025 to be provided for Council consideration. All submissions for this Notice will become part of the public record and made available for public inspection at the District of Kitimat office.
