Zoning Amendment Application - 3 Blueberry Avenue

This notice is provided in advance of Council’s consideration of first reading of the proposed bylaw.

PURPOSE:

The purpose of this application is to add a new use to the existing R3-D1 - Low Density Multi-Dwelling Residential zone for 3 Blueberry Avenue to allow for the development of a single-storey 4-unit Terrace Dwelling (i.e. a ground oriented, attached four-unit residential building or fourplex).

Currently, single detached dwellings are the only housing type permitted in the R3-D1 zone. The applicant is seeking to amend the R3-D1 zone to add “Terrace Dwelling” as an additional permitted housing type at 3 Blueberry Avenue. The applicant is proposing to limit the maximum building height for a “Terrace Dwelling” on the site to one storey. Maximum density is proposed to remain at four units, and the off-street parking requirement is proposed to remain at two spaces per dwelling unit.

PROVIDING COMMENT:

Written submissions received by 12:00 pm on Tuesday, April 7, 2026, will be provided to Council for consideration during the meeting.

All submissions will become part of the public record and made available for public inspection at the District of Kitimat office.

In accordance with Section 464(3) of the Local Government Act, the District of Kitimat is prohibited from holding a public hearing for this bylaw amendment as the proposed bylaw is consistent with the District’s Official Community Plan, therefore a public hearing will not be held.
